Objective (Summary) and Duties:

Managing, coordinating, organizing, and implementing projects of the State-owned Corporation of Arzaq at the respective branch.

Authorities and Responsibilities:

Specialized Duties:

  1. Guiding, controlling, and supervising the executive, administrative, and financial affairs of the branch according to applicable laws and regulations.
  2. Efficient utilization of capital and other resources planned by the company headquarters within legal authority.
  3. Representing the company in contract signing processes and delivering food supplies based on received orders.
  4. Engaging private sector and consumer agencies in accordance with state-owned company laws and the approved statute, to promote the company’s core activities.
  5. Importing, storing, distributing, and selling goods according to the company’s operational procedures and signed contracts.
  6. Proper usage, maintenance, and leasing of properties to generate and increase the company’s revenues.
  7. Managing financial affairs and inspecting cash, goods, and assets, ensuring accurate accounting processes are carried out.

Managerial Duties:

  1. Preparing monthly, quarterly, and annual work plans aligned with the company's overall plan and reporting their implementation.
  2. Ensuring discipline and order in the executive affairs of the branch and establishing good working relations with all local government agencies.
  3. Preparing and submitting monthly, quarterly, and annual reports on financial and accounting activities, including the required forms, to the company headquarters.
  4. Managing and supervising subordinates to ensure effective performance, growth, and training.
  5. Collecting, analyzing, evaluating information, and reporting to headquarters for further action.
  6. Assigning tasks to employees, supervising their duties, and ensuring the implementation of orders and directives from competent authorities.
  7. Performing other duties assigned by superiors according to laws, regulations, and company objectives.

Coordination Duties:

  1. Strengthening coordination regarding receiving orders from dormitories, hospitals, and other requesting institutions.
  2. Establishing communication and coordination with relevant departments for better organization and progress of affairs.

Education, Experience, and Required Skills:

Educational Qualifications:

  • Minimum of a bachelor's degree in one of the following fields: Economics, Business Administration, Public Policy, Public Administration, Law and Political Science, or other related fields.
  • A master's degree in a relevant field is preferred.

Required Experience (Type and Duration):

  • Minimum of two to three years of relevant work experience for bachelor's degree holders.
  • Minimum of one year of relevant work experience for master's degree holders.

Other Skills (Short-term courses, in-service training, etc.):

  • Full proficiency in speaking and writing in one of the national languages (Pashto or Dari) and familiarity with English.
  • Proficiency in computer programs such as MS Office, Outlook, and other essential office and internet applications.
  • Administrative and financial management skills.
  • Full knowledge of the country's applicable laws (Labor Law, State-Owned Companies Law, Statute of the State-owned Corporation of Arzaq, etc.).
  • Ability to professionally liaise with governmental and non-governmental agencies.
  • Strong communication and interpersonal skills.
