Purpose (Summary) and Duties:
Implementation, follow-up, coordination, and organization of financial, administrative, and property affairs of the State-owned Corporation of Arzaq in the relevant representation office.
Authorities and Responsibilities:
Technical Duties:
- Collect and compile financial data and tables from all revenue sources (core and non-core) of the relevant representation office and submit them to the central office.
- Follow up on financial, administrative, and property matters and process the accounting cycles in the relevant offices.
- Ensure effective use of capital and property revenues of the company in the relevant office.
- Organize all financial, administrative, and property documents to maintain accurate statistics and properly arrange property records and forms.
- Publish announcements and hold bidding sessions, open and evaluate offers, and coordinate with the central office regarding leasing surplus properties for revenue generation, in accordance with applicable laws, and submit completed documents to the center for further action.
- Prepare and process property documents and contracts of the representation and share them with the relevant central department.
- Ensure protection, proper use, and maintenance of properties in the center and districts, and register property details at the start and handover of contracts to the contractor (individual or entity).
- Collect property revenues according to signed contracts and ensure timely deposit of revenues into the company’s bank accounts.
- Timely execution of actions related to the initiation and termination of property contracts, and categorizing properties based on commercial location to attract investments.
- Manage inventory, ensure goods' safety and quality, and offer them for sale to requesting entities as per the contracts.
Managerial Duties:
- Develop monthly, quarterly, and annual work plans aligned with the general directorate’s plan and implement them in compliance with company regulations and statutes.
- Ensure employee attendance, process payrolls, salaries, and benefits, and send monthly reports to the company's central office for further action.
- Apply relevant laws and regulations in the handling of company property affairs to promote transparency.
- Prepare and submit reports of actions taken, approved by the general directorate, to the relevant department at the central office.
- Perform any other duties assigned by the General Manager or higher authorities, in line with the laws, regulations, and objectives of the organization.
Coordination Duties:
- On-site coordination with the company's finance department and related sectors to address potential financial risks.
- Maintain effective communication and coordination with relevant sectors to better organize and advance work processes.
Required Education, Experience, and Skills:
Educational Requirements:
- Minimum Bachelor's degree in Economics, Business Administration, Public Policy, Public Administration, Law, Political Science, or other relevant fields.
- Master’s degree in a related field is preferred.
Required Experience:
- Minimum of one to two years of work experience related to the position for Bachelor's degree holders.
Other Skills (Short-term Trainings, In-service Trainings, etc.):
- Full proficiency in spoken and written Pashto or Dari, with familiarity in English.
- Proficiency in MS Office, Outlook, Internet usage, and other office-related software.
- Strong management, administrative, and accounting skills.
- Full understanding of the country’s applicable laws (Labor Law, State-Owned Companies Law, State-owned Corporation of Arzaq Statute, etc.).
- Ability to establish professional relationships with governmental and non-governmental organizations.
- Excellent communication and comprehension skills.
