Objective (Summary) and Duties:
Implementation, follow-up, coordination, and organization of property-related affairs of the State-owned Corporation of Arzaq within the respective office.
Authorities and Responsibilities:
Technical Duties:
- Preparation of monthly, quarterly, and annual work plans in accordance with the office's work plan and the company's statute.
- Organizing property records and required forms.
- Publishing announcements, organizing bidding meetings and auctions, opening and evaluating bids in coordination with the relevant central department for renting out surplus properties to generate revenue, and forwarding processed documents to the company’s center for further action.
- Preparation, organization, and processing of property-related contracts and sharing with the relevant department in the center.
- Registration of properties at the start of the contract and handing them over to the contractual individual/entity.
- Protection, maintenance, and proper use of the representative office's properties at the center and district levels.
- Collection of property revenues according to signed contracts and ensuring timely deposit into the company's bank accounts.
- Timely action regarding the start and termination of property contracts.
- Classification and grading of the office’s properties based on commercial location for investment attraction.
Managerial Duties:
- Organizing all property-related documents to maintain accurate statistics.
- Implementing applicable laws and regulations to ensure transparency in property-related processes.
- Preparing documents for renting out surplus company properties in the center and districts.
- Preparing and submitting performance reports to the relevant central department in a timely manner.
- Performing any other duties assigned by the General Director or senior officials in accordance with laws, regulations, and the company's objectives.
Coordination Duties:
- Establishing communication and coordination with related departments for better organization and progress of affairs.
Required Qualifications, Experience, and Skills:
Education:
- Minimum of a bachelor’s degree in Economics, Business Administration, Public Policy, Public Administration, Law and Political Science, or other related fields. A relevant master's degree is preferred.
Experience:
- Minimum of one to two years of relevant work experience for candidates with a bachelor’s degree.
Other Skills (Short Courses, In-Service Training, etc.):
- Proficiency in spoken and written skills in one of the national languages (Pashto or Dari), and familiarity with English.
- Proficiency in computer programs (MS Office and others) and internet use, essential for office tasks.
- Strong administrative, managerial, and accounting skills.
- Full knowledge of national laws (Labor Law, State-Owned Enterprises Law, State-owned Corporation of Arzaq Statute, etc.).
- Ability to establish professional communication with other governmental and non-governmental organizations.
- Strong communication and interpersonal skills.
