Objective (Summary) of Duties:
To design and control all financial and monetary matters of the company, considering rationality, economy, and cost-saving measures.
Qualifications and Responsibilities:
- Control and review all financial documents related to salaries, rents, demands, trusted personnel payments, purchases, contracts, issued and received checks, transactions, oil and fuel expenses, payments to contractors and dealers, annual company balance sheets, etc., according to accounting and financial laws and regulations.
- Ensure there are no conflicts between activities, especially financial operations, and the company’s objectives.
- Ensure rationality and economy in the implementation of various company expenses.
- Organize and arrange documents related to the control and review process after they are signed and stamped by the control management.
- Ensure adherence to laws, orders, regulations, procedures, policies, and all applicable decrees in all matters.
- Develop and organize monthly, quarterly, and annual work plans in alignment with the company’s overall plan to achieve the company’s objectives.
- Manage and supervise subordinates to ensure the effectiveness and efficiency of their work, collect their training needs for capacity building, and share them with the relevant department.
- Ensure the establishment of a filing system in both hard and soft formats within the office.
- Collaborate with the Human Resources Department for evaluating the performance of subordinates to create motivation for improving performance, increasing efficiency and productivity, determining training needs, and enhancing capacity.
- Provide monthly, quarterly, and annual reports, as well as ad-hoc reports, regarding activities and achievements to inform company leadership.
- Perform other duties assigned by senior management in accordance with the company’s laws, regulations, and objectives.
- Ensure communication and coordination with various internal and external departments for better operational integration.
Required Education, Experience, and Skills:
Applicants must meet the following criteria to be considered for the position:
- Minimum Educational Qualification:
- A bachelor’s degree in Finance, Banking, Economics, or any other related field. A Master's degree in a related field is preferred.
- Required Experience (type and duration):
- At least three years of related work experience for a Bachelor’s degree.
- At least two years of related work experience for a Master’s degree.
- Other Skills (short-term courses, in-service training, etc.):
- Full proficiency in spoken and written national languages (Pashto and Dari) and familiarity with English.
- Proficiency in computer programs (MS Office, QuickBooks, Outlook, etc.) and other computer programs necessary for office tasks.
- Strong managerial, administrative, and accounting skills.
- Comprehensive knowledge of applicable national laws (Labor Law, State-Owned Enterprises Law, Arzaq State Company’s bylaws, etc.).
- Ability to establish professional communication with other government and non-government entities.
- Ability to explain and clarify issues effectively.
