Brief History;
Afghanistan is one of the landlocked, mountainous, and agricultural countries in Asia, which has a commendable reputation in agriculture due to the production of wheat and other foodstuffs. The produced grain warehouses were kept in the caves dug in the mountains; the ancient kings of Afghanistan also inspired them throughout history to store their necessary materials. With the passage of time and different periods, the country's agricultural land and old shelters were destroyed many times. During the reign of the great Ahmad Shah Baba, warehouses and new shelters for grain were built and attention to the agricultural sector increased.
In last few decades, along with other reforms, different procedures were introduced to the agricultural system and grain storage, new stone warehouses were built to collect and store grain from the production areas. After the Second World War, the government of the time established the first specialized unit named (Management of Grain Supply) in 1937 to provide, maintain and distribute grain. The management was to provide rice and ghee from internal sources and provide and supply tea and sugar from external sources. Of course, this agency met with the government agencies' obligations by providing them with meals.
The Department of Food Supply was established by the Assembly of General Facilities in the year 1953, and it began operations in the following year, 1954. Since then, the related field has experienced rapid development. In return for twenty thousand tons of wheat, the Department of Food Supply received the construction of a state-of-the-art, fully functional building (Silo) with all production capabilities from 1954 to 1957. It was capable of holding storage. Due to time constraints and the development plan's requirement, two additional silo buildings were built for the protection of grain in addition to the thirty thousand-ton Kabul silo. As a result, the silos' overall capacity was raised to 50,000 tons. In 1964 the identity of the Department of Food Supply was changed to (Administrative Unit of Food and Public Needs) and in 1967 it started a new one called the Food Institute of Afghanistan. The second building was built and put into operation in 1970. According to the plan, silos was built in Pul Khumri, Balkh, Herat and Kandahar provinces and the representative office of Arzaq was established in the provinces.
The first food supplies were distributed to centre civil servants in the year 1968 in the form of coupon booklets; this series reached the provinces in the following year, 1975. The commercial and service sectors, which sourced goods from both internal and external sources and rendered essential services to the community, institutions, and the general public in the provinces and centre, formed the foundation of Arzako Enterprise's constitution.
After the enactment of the Companies Law, Arzako Enterprise was changed to a state-owned company by changing its legal personality, and on the basis of Decree (28) of the Office of the President of the Republic on 04.02.2020, the National Development Company was established and Arzako Company was also merged with it and continued its activities under the umbrella of the newly established National Development Company. Later, on 06.02.2021 based on the directive of the President of the Republic 4988, Arzako Company Independent and the company's charter was approved by the Ministry of Justice and the Ministry of Finance.
In 2021, the National Procurement Commission's guidelines for the Ministry of Higher Education's food supply for university dormitories were obtained by the Arzako State Company's leadership with the assistance of the government's policy and strategy administration. received it and, within the framework of the government, began to work on its implementation (Ministry of Defence, Ministry of Interior, Ministry of Higher Education, Ministry of Education and Ministry of Public Health) earned.
In 2022 fiscal year, after the political change, the state-owned enterprises of the Ministry of Interior, the Ministry of Higher Education, the Ministry of Defence, and all other government agencies, which are in charge of food and consumer goods, are currently in the centre of the Ministry of Higher Education. In the provinces, the universities of the Lilies of Food, the Ministry of Interior, the central provinces, the police chiefs and the grain contracts, the total volume of which is approximately billions of Afghanis, are being implemented.
